Run it every hour, hands-free

The same detection runs as a scheduled job in engine/: it reads your Anthropic usage report with a read-only Admin key every hour and posts one Slack message per spike. Setup is two secrets in a GitHub repo and one workflow file. Dollar figures are estimates from token counts and list prices.
